MS4 Permittees
There are currently 248 MS4 permittees in Minnesota that are required to obtain NPDES permits and develop stormwater pollution prevention programs (SWPPPs). The Minnesota Cities Stormwater Coalition (MCSC) currently serves 129 member municipalities.
As a membership service provided by the League of Minnesota Cities, MCSC serves cities and townships who hold MS4 permits. Below is an MPCA interactive map that shows all Municipal Separate Storm Sewer System permittees in Minnesota, including cities, townships, watershed districts, counties, MNDOT, platted areas, and non-traditional MS4s. Drinking water supplies and impaired waters are also shown.
Benefits
The Minnesota Cities Stormwater Coalition aids MS4 permittees in implementing various federal and state stormwater requirements. MCSC informs members about MS4 permit changes and audits. MCSC serves as a unified voice that effectively advocates for Minnesota MS4 permittees, representing concerns to the Minnesota Pollution Control Agency (MPCA), the Department of Natural Resources, the Board of Water and Soil Resources, and other government agencies involved in stormwater compliance activities.
MCSC members create a community of collaboration, knowledge sharing, support, and guidance. Members can participate in six MCSC subcommittees, including the Audit, Finance, Minimum Control Measure, Membership, Stormwater Reuse, Website, and other ad hoc subcommittees.
MCSC members have exclusive access to many resources, including streamlined legislative and regulatory publication and ruling summaries, a members-only discussion board, periodic stormwater news reports, and stormwater event updates. MCSC members can also take advantage of helpful resources including MS4 annual reporting material templates and TMDL trainings.
Annual meeting
MCSC hosts an annual meeting each year in the spring for membership to network with other MS4 staff, participate in training opportunities, ask questions of regulators, and meet the MCSC Steering Committee. The Annual Meeting has been a member-favorite since 2006! Each MCSC membership includes two free registrations.
Tiers and Pricing
Any city or township in Minnesota may become an MCSC member. Membership includes voting rights and the ability to join subcommittees. Membership dues are partially prorated by population. The table below breaks down MCSC membership dues.
