    The Position

    The City of Maple Grove is seeking a Engineering Technician responsible for assisting in a variety of surface water management related to the city’s Municipal Separate Storm Sewer Permit (MS4) and Local Surface Water Management Plan.  As the engineering technician, you will focus on Inspecting and interpreting the conformity of building sites relative to surface water regulations, grading plans, and city ordinances. The ideal candidate will be able to prioritize responsibilities, use good judgement, act decisively, and contribute to a collaborative work environment.  Work is performed independently under the general direction of the Water Resources Engineer. The City of Maple Grove offers competitive salaries, outstanding medical and dental plans, sick and vacation time, and a state-operated pension plan for long-term success.     Responsibilities

     

    • Inspects drainage and grading work quality in a variety of construction projects during various stages of construction to ensure compliance with construction standards and codes, ordinances and regulations.
      • Inspects and interprets the conformity of building sites relative to surface water regulations, grading plans and City ordinances.
      • Reviews lot surveys prior to building construction
      • Issues orders of correction
      • Reviews completed projects for closing of grading permits.
      • Performs construction stormwater inspections in compliance with MS4 permitting.
    • Responds to resident concerns/complaints regarding local drainage issues.
    • Assists Water Resource Engineer with grading permit applications, review, and issuances.
    • Assists Engineering Department members in projects and tasks related to water resource management issues.
    • Assists in design and analysis of technical data for water resource improvements
    • Serves as technical resource to project inspectors assigned to various public works improvement projects.
    • Miscellaneous tasks related to city water resource management efforts.
    • Coordinates efforts to ensure the City of Maple Grove is an equitable, inclusive, and respectful organization and supports the City’s mission, vision, and core values.
    • Demonstrates ability to understand and respect the diversity of customers and co-workers, effectively communicating with individuals whose first language may be one other than English.
    • Assists the City’s Pond Maintenance Program
    • Performs other related duties and responsibilities as required.

    Knowledge of:

    • General engineering practices and procedures.
    • Construction codes and regulations.
    • Departmental procedures, policies and rules.
    • Federal, State, and Local wetland protection rules and regulations.

    Ability to:

    • Use word processing, spreadsheet and other departmental software.
    • Occasionally lift up to 50 pounds.

     

    Qualifications

    An equivalent combination of education and experience closely related to the duties of the position MAY be considered.
    Need to have:

    • Equivalent of two years of college or similar advanced course work in water resource science, environmental studies/science, or closely related field or equivalent experience in water resources or closely related field.
    • Minimum one year of increasingly responsible work experience as an engineering technician or closely related position including working in soil or water resources, drainage, or related field.
    • Possession of, or ability to obtain an appropriate, valid Minnesota driver’s license.
    • Possession of, or ability to obtain within one year of hire, the University of Minnesota Construction Site Management Certification or equal.
    • Possession of, or ability to obtain within one year of hire, the University of Minnesota Construction Design of Construction Storm Water Pollution Prevention Plan Certification or equal.

    Nice to have:

    • Bachelor’s degree in water resources science, environmental studies/science, or closely related field.
    • 3 years or more of responsible work experience as an engineering technician or closely related position.
    • Previous experience working with a municipality engineering department.

    WORKING CONDITIONS

    Environmental Conditions:

    Field and office environment, exposure to computer screens and inclement weather conditions when conducting site inspections.

    Physical Conditions:

    Essential and other important responsibilities and duties require maintaining physical condition necessary for sitting for prolonged periods of time; general manual dexterity; adequate hearing, vision, and speech required; must be able to operate assigned equipment.

    Position Description

    At the Anoka County Highway Department, it is our vision to enhance and protect life by providing safe roads and eliminating traffic congestion. The department has an immediate opening for Seasonal Engineering Assistant who will perform various duties. Some of the critical responsibilities of this position include assisting staff with data collection and field survey work for water resources projects and help maintain the County’s MS4 program.

     

    This is a seasonal, non-exempt, on-site position. Interviews will take place as applications are received for those selected to move forward in the hiring process.

    Job Duties and Responsibilities

    • Assist staff on field investigations related to drainage, flooding, water quality, and aesthetics.
    • Assist with investigation and response to illicit discharge reports in accordance with regulatory requirements.
    • Provide feedback on outreach materials such as brochures, infographics, and online content.
    • Assist with site inspections to ensure MS4 and erosion control compliance and assist in managing MS4 permit documentation.
    • Support administration of water resource-related grants and rebate programs.
    • Assist with field inspections of stormwater infrastructure such as detention/retention basins, ponds, Best Management Practices (BMPs), and drainage systems to assess condition and recommend maintenance or improvements.
    • Perform various other duties as assigned.

     

    Qualifications and Requirements:

     

    Minimum Knowledge, Skills, and Abilities Needed

    • High school diploma or equivalent education.
    • Must be at least 17 years of age at time of hire.
    • Currently enrolled in an environmental science, civil technology, construction management, or civil engineering degree program or related field.
    • Must have a valid driver’s license.
    • Successfully pass criminal history and driver’s license background check

     

    Preferred Knowledge, Skills, and Abilities Needed

    • Read and interpret construction plans.

     

    Physical Demands and Work Conditions

    • Standard office environment, various county work sites both indoor and outdoor, including unfinished structures, construction sites, rough terrain, and changing weather conditions depending on assignment.
    • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness.
    • Hearing abilities required for general and phone communication, signals, and machine sounds.
    • Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties.
    • Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills.
    • Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing.
    • Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment.
    • Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs.
    • Equipment used includes computers, phones, and standard office equipment in addition to various inspection and surveying equipment depending on assignment.
    • Inspection and surveying equipment may include but is not limited to digital camera, tape measure, hammer, chisels, boom truck and other machinery, electronic drafting equipment, material testing equipment, power and hand tools, and personal protective equipment.
    • Travel between work sites may require driving a county vehicle and/or a personal vehicle.
    • Exposure to toxic or caustic chemicals, fumes, airborne particles, prolonged vibration from machinery, and other hazards is possible while performing essential duties.
