MCSC Chairs
Executive leadership for the MCSC Steering Committee is represented by the MCSC Chairs, who are nominated by the Steering Committee. These positions are open only to member city staff and serve at will.
The Minnesota Cities Stormwater Coalition (MCSC) provides help to cities in implementing various federal and state stormwater requirements. MCSC is a fee-based service provided by the League of Minnesota Cities (League or LMC) and represents city concerns to the Minnesota Pollution Control Agency (MPCA), the Department of Natural Resources, the Board of Water and Soil Resources, and other government agencies involved in stormwater compliance activities.
MCSC is a membership-based organization under the umbrella of the League. It is not an individually registered business entity, non-profit, or a lobbying organization.
MCSC membership dues are collected by the League and managed as part of its general fund as a line item in its budget. MCSC supports the League by alerting LMC staff to potential stormwater and MS4 issues. MCSC shares generalized Minnesota city stormwater, water resources, and environmental concerns raised by membership. MCSC may provide feedback, technical, or evidence-based information to the League’s legislative advocates. It rarely has provided technical testimony services for state legislative or congressional panels. However, MCSC in and of itself is not a lobbying organization, nor does its Steering Committee or staff partake in lobbying efforts.
The MCSC Steering Committee is the leadership and governing body for MCSC, composed of public sector MS4 staff from MCSC member cities and private sector individuals representing MCSC city members. Three positions are nominated as MCSC Chairs who serve as the executive leadership for the Steering Committee.

In addition to the MCSC Chairs and Steering Committee, MCSC is supported by several standing and ad hoc subcommittees.

The MCSC Steering Committee and membership are supported by technical and professional services provided by Stantec and Neprash Consulting, LLC. Stantec is the primary MCSC Administrator responsible for coordinating the day-to-day activities and management of MCSC. Neprash Consulting, LLC is responsible for keeping abreast of national stormwater concerns and coordination with federal agencies.

The MCSC Steering Committee meets monthly to discuss MCSC routine business and any MS4 or membership concerns. Meetings are held virtually on the first Thursday of each month from 1pm to 3pm.

While MCSC is not subject to Minnesota Open Meeting laws, all members are encouraged to attend whenever interested. To attend a monthly meeting, please send an email to MCSC Staff requesting the meeting link.
The Minnesota Cities Stormwater Coalition (MCSC) Steering Committee was founded in 2006 to provide guidance on the National Pollution Discharge Elimination System (NPDES) and the municipal separate storm sewer system (MS4) permit. MCSC aids its membership by amplifying their voices on permit requirements to permit writers, like the Minnesota Pollution Control Agency (MPCA) and Environmental Protection Agency (EPA). MCSC and its membership understand the importance of the NPDES program and advocate for clear and practical permit requirements.
